Allocation of Bidikmisi for Empowerment and Financial Literacy : SDGs No PovertyIndonesia is one of 193 UN members that adopts a document called Sustainable Development Goals (SDGs) (United Nations Department of Economic and Social Affairs. 2017). This paper focuses on the first goal, it is No Poverty.
In September 2017, the number of poor people in Indonesia reached 26.58 million (BPS, 2018). Education is one of the way to reduce poverty. Since 2010, Indonesia has provided Bidikmisi scholarship. This program is a realization of Law Number 12 Year 2012 Article 74 Paragraph 1 on Higher Education that university has to accept at least 20% of their students coming from family with low economical but academically potential.
Bidikmisi has contributed to increase the opportunity and access to enter higher education. This is proved by the development trend of Bidikmisi. The number of Bidikmisi students increased by 11.3% from 2015 to 2016 (Itjen Kemenristekdikti, 2017). It also contributed to improving the quality of education, because 87% of Bidikmisi students have obtained an GPS above 3.0 (Ahmad, 2018). So the academic ability of Bidikmisi students is adequate.
The purpose of this program is to get independent and productive graduates to break the poverty chain and to empower the society. Therefore, Bidikmisi students’ soft skills need to improve. The empowerrment toward Bidikmisi students is a solution to improve the quality of Bidikmisi students. Actually the empowerment is the policy of every university. Different university has different intensity. Some universities have empowered optimally, while in other universities are still low empowerment. According to Bidikmisi Polines administrator, this is because there is no standard cost for empowerment. Therefore, the government needs to allocate Bidikmisi funds for it, so the empowerment of Bidikmisi students in Indonesia will be evenly distributed.
Based on a survey on Bidikmisi students at Politeknik Negeri Semarang in April 2018 showed that 54% of Bidikmisi students find difficulty to manage Bidikmisi scholarship. Therefore, to utilize it effectively and efficiently and to empower Bidikmisi students, I propose an idea entitled "Allocation of Bidikmisi for Empowerment and Financial Literacy : SDGs No Poverty." This concept is called ABILITY, in which the education cost is allocated for the empowerment and the living cost for financial literacy.
Parties involved are the government, in this case The Ministry of Research, Technology and Higher Education as regulator, universities as managers in universities, and Bidikmisi students.
Most (99%) respondents admitted that they desperately need this program. It means that this program likely improves their quality. To implement ABILITY, there are 5 steps: (1) Composing and legalizing the regulation by the government; (2) Provisioning staffs include briefing about the programs that will be implemented. It is better if the staffs coming from universities because they really know the condition of Bidikmisi Students. So it will be more focused; (3) Implementation (such as PKM training, writing, entrepreneurship, and finance). During the implementation, Bidikmisi students are also required to compose a logbook as the activity control; (4) Post-Empowerment and Reporting. The Empowerment has to report to the Directorate General of Learning and Student Affairs and uploaded into Bidikmisi website by adding ABILITY feature which contains empowerment of Bidikmisi students from all universities in Indonesia; (5) Monitoring and Evaluating. Monitoring is held during the implementation and evaluating of the whole activities is held at the end of the empowerment.
The purpose of this program is to support creativity, writing skills, entrepreneurship skills, and financial literacy.The empowerment is held four times a year and every students will spend Rp 50.000 for each time taken from education cost. While the intensive activity that I recommend for Bidikmisi students is entrepreneurship by allocating Bidikmisi funds for the living needs and entrepreneurship. The benefits of this program are: (1) Bidikmisi financial literacy, can be considered for universities and the government to determine the adequacy of the scholarship amount against the needs; (2) Universities and government can monitoring and analysing the progress of Bidikmisi students through the empowerment; (3) Fostering the life spirit of Bidikmisi students to improve the ability and financial literacy to contribute in changing the condition of society to be prosper.
As a result, SDGs goal 1 No poverty will be completed through Bidikmisi students as the agents of poverty chain breaker.
