Ringkasan KTIThe problem of hunger and malnutrition is one of the main factors that hinder Indonesia to achieve the 2030 Sustainable Development Goals. Between 2014 and 2016 there were at least 20.3 million Indonesians experiencing starvation, which led to malnutrition problems. In fact, these problems have caused Indonesia to have higher prevalence of short toddlers (stunting) and underweight toddlers (wasting) than the maximum limits set by the World Health Organization (WHO). Of 132 countries, Indonesia ranked 108th for the stunting prevalence with 29.6%, and ranked 116th of 130 countries for the wasting prevalence with 9.5%, while the maximum limits set by the WHO were 20% and 5% respectively. Malnutrition inhibits motor skill and mental development, decreases cognitive abilities, and weakens immunity against non-communicable and degenerative diseases, which in turn increase the risk of child mortality.

The government of Indonesia has anticipated those problems by implementing a system called Sistem Kewaspadaan Pangan dan Gizi (SKPG) as an early warning system for further intervention. However, SKPG implementation encountered several obstacles: too many variables, manual data collection, and difficulty in inter-agency coordination. As a result, the intervention to improve the condition of food and nutrition insecurity was so late that an extraordinary incident like the one in Asmat occurred last year. As many as 61 Asmat children died due to the epidemic of measles and malnutrition. In fact, even the death of only one person due to malnutrition is a sufficient indication that food security fails in the area.

To overcome food insecurity problems quickly and thoroughly, community participation is highly required. An internet-based participation, called e-participation, allows the community members to collect, process, and distribute information in real-time and community-wide regardless of time and place. Currently, e-participation has been supported by an increasing rate of internet penetration in Indonesia. This high rate of internet use along with rapid advance in internet of things, remote sensing, and machine learning technologies can be utilized to overcome one of the biggest drawbacks of the Millennium Development Goals, i.e. obsolete available data that have not been updated for years.

‘Patriot Pangan’ is a real-time early warning system of food insecurity through e-participation of local communities to support sustainable development. Patriot Pangan involves local communities, i.e. village youths (hereafter called patriots). Patriots participate by reporting food insecurity conditions from the ten poorest families in their villages through mobile applications. The report consists of seven indicators of food insecurity i.e. food shortages, changes in food types, decreasing food consumption of both adults and toddlers, skipping meals for a day, weight loss of either children under five or adults. The real-time report also includes regional conditions, such as environmental conditions, food prices, and food availability. These indicators can easily be observed and will show the level of food insecurity in the village.

Based on patriots’ reports, Patriot Pangan will campaign food insecurity conditions in many regions to raise public awareness via its website and social media. Public awareness will be raised through captivating stories about food insecurity. These stories are supported with meaningful statistics, interactive atlas, recommendation of necessary interventions, and food insecurity forecasting. This campaign will be disseminated to every component of the community i.e. active citizens, NGOs, private sectors, academic institutions, and government. Patriot Pangan also has the potential to encourage the public to crowdsource volunteers and crowdfund donations, as well as the government to provide interventions and mitigation measures to solve food insecurity problems.

In the year 2045, Indonesia is projected to experience its golden age, in which Indonesia becomes one of the top four countries in the biggest economic power with the gross domestic product of 125 thousand trillion rupiahs. In that year, the one who will lead Indonesia is today’s young generation, especially those who are now toddlers. With Patriot Pangan, everyone can move synergistically to solve food insecurity problems in real-time to prepare Indonesian youths to be healthy and smart, so that Indonesia can achieve the noble ideals of its golden age.
