As one of the most important points in Sustainable Development Goals 2030, “Zero Hunger” plays an important role to end hunger issues. In 2017, the official data from United Nation reveals that there are 870 million people suffering from hunger likely 1 out of 8 people died because of hunger. In Indonesia, hunger issues can be found in many regions such as in Papua, NTT, and Maluku. An improvement in food security and sustanable agriculture cultivation shall be concerned considering the demand to achieve SDG point-2 in the future. As an agrarian country, Indonesia should have taken this into account. BPS recently shows that around 60% of Indonesian people work as farmers. Besides looking at the potential of agriculture itself, an integration to industrial sector should be considered to support the agricultural sector. This is what is meant by “agroindustry”, meaning that if we can optimize agroindustry sector, the welfare of Indonesian people also will increase.
However, there is a big problem happened in agroindustry sector, especially in East Java, reviewed from the lack of human resource quality. Sugeng Pramono as the Head of Agriculture Departement in Batu City stated that the problem can be seen from (1) price fluctuation and (2) incorrect distribution process. This finally makes farmers get imbalanced reciprocity eventually earning less income and low living standard.
To end this, several attempts have been made such as establishing an institutional system and many creations of mobile-app such as Among Tani and Pak Tani Digital. However, current solutions seems do not effective to tackle the longstanding issue as it provides less update information and less feature to indicate where transaction process occurred. It also don’t integrate many stakeholders for the given series of activities.
Based on this, SOVIPRO was proposed originally from literature study taken selectively from the from books, journals, and reliable sources. The aims of this scientific paper are (1) to describe the concept of SOVIPRO; and (2) to explain the strategic implementation of SOVIPRO. Involving the analysis result from Location Quotient and Social Fabric Metrix, this paper utilizes (1) primary data from questionnaire to related community and interview to businessman in agroindustry sector; and (2) secondary data from BPS report since 2010 to 2015.
The main principle of SOVIPRO is to create a synergy and integration among ABCG (Academician, Business, Community, and Government) pertaining to Quadruple Helix theory and based on Social Provisioning Process theory consisting of 3-tier strategy namely (1) Exchange, to achieve a balance price in the market, (2) Redistribution, a process of achieving agreements among the four stakeholders related to pricing and dustribution of products, and (3) Reciprocity, a positive reciprocal relationship activities among the four stakeholders. This will be realized in SOVIPRO which is user friendly, responsive, accountable, transparant, and trusted. Generally, you will find out the most saleable products, the map of the distribution of commodities in all areas in East Java (as pilot project), and ger update information to the latest article or post by users.
To implement this innovation, it is suggested to conduct a one-year pilot project in a specific region following ASTERA strategy which stands for Action, Socialisation, Trial, Evaluation, Replication, and Advocation. In the first three month, SOVIPRO will do (1) Action focusing on internal team building for making closed-beta version of SOVIPRO app and a recruitment for SOVIPRO agent; (2) Socialisation, to educate and deliver the closed-beta version of SOVIPRO to every stakeholder; and (3) Trial, aimed to understand their behavior, validate the app, and gain database as the basic to make open–beta version of SOVIPRO.
The next fourth month until twelve month, SOVIPRO will be focused on (4) Evaluation, a series of training on how to make most of SOVIPRO app; (5) Replication, an attempt to spread the benefit of this app in another city in East Java; and (3) Advocation, an action to propose a proposal to government for establishing a policy giving instructions for every region in Indonesia to use SOVIPRO to create bigger impact and sustainability.
Through SOVIPRO, it is finally expected to solve the lack of human resource quality and becomes the breakthrough of sustainable agroindustry in Indonesia that can achieve zero hunger.
